Company Description

RMES is a full service permitting/regulatory compliance consulting company. The current staff of RMES has a combined experience of over 140 years in providing permitting and regulatory compliance and environmental support to a number of clients in the Rocky Mountain region. They have a working knowledge and experience in the permitting and regulatory processes of Wyoming, Montana, North Dakota, Colorado and Utah. Included within this group of highly qualified individuals are: professional hydrologist, wildlife biologist, reclamation, regulatory permitting, GIS specialists, land, title, due diligence and the necessary support staff to provide a unique skill set under one roof.

RMES - Environmental Monitoring

Under the guidance and supervision of Allen Jones, the staff at RMES has successfully completed over 400 Groundwater Baseline Monitoring Plans and associated supplemental documents per Wyoming Oil and Gas Conservation (WOGCC) Chapter 3, Section 46 guidelines. RMES field personnel have collected groundwater baseline samples per WOGCC Section 46, Appendix K requirements for numerous operators throughout Wyoming. Additionally, RMES staff have completed the necessary baseline and follow up groundwater monitoring reports.

RMES staff have performed required sampling and reporting efforts associated with surface water discharge of oil and gas related produced effluent for numerous operators within the Powder River Basin. This entailed collecting samples per Wyoming Department of Environmental Quality (WDEQ) Wyoming Pollutant Discharge Elimination System (WYPDES) guidelines, providing samples to certified laboratories for necessary analysis, filing results via the WDEQ Discharge Monitoring Reporting (DMR) system, and developing mitigation protocol to address constituent exceedances.

In addition to traditional ground and surface water monitoring and reporting, RMES staff have developed and implemented numerous environmental analysis projects to assist clients with their operations. These include, but are not limited to, the following:

  • Effects of surface water discharge of produced effluents on local groundwater resources
  • Bioaccumulation analysis of fish and aquatic macroinvertebrates to assess potential impacts of metals contained within discharged produced effluents
  • Coordinate with State and Federal agencies to assess and mitigate impacts associated with releases of produced fluids into waters of the U.S.
  • Assess groundwater and surface hydrologic characteristics as part of a Use Attainability Analysis (UAA) in order to facilitate a change in stream classification

RMES staff are well versed in the State and Federal regulatory processes pertinent to this project. In addition to providing monitoring and reporting support to clientele, RMES staff members have secured permits and created Plans of Development necessary for development operations. Examples of pertinent permits include, but are not limited to:

  • WOGCC - Application for Permit to Drill (APD) and Associated Groundwater Baseline Form 1C
  • WOGCC - Underground Injection Control (UIC) for subsurface disposal of produced effluents
  • WDEQ - UIC for subsurface disposal of produced effluents
  • WDEQ - WYPDES for surface water discharge of produced effluents
  • WDEQ - Storm Water Pollution Prevention Plans for construction projects
  • Wyoming State Engineers Office (WSEO) - Application for Permit to Appropriate Groundwater
  • Environmental Protection Agency (EPA) - Spill Prevention Control and Countermeasure (SPCC) plans for bulk storage facilities
  • Bureau of Land Management (BLM) - Plans of Development (POD) for approximately 2,500 federally administered conventional and coal bed wells and associated infrastructure
  • Department of State Lands & Investments Right of Ways (ROW) and Temporary Use Permits (TUPs)

Environmental Monitoring

  • RMES has secured discharge permits per Wyoming DEQ Wyoming Pollutant Discharge Elimination System (WYPDES) guidelines for approximately:
    • 85 project areas, encompassing:
    • 450 discharge locations servicing over:
    • 3000 CBNG and conventional wells
  • In addition to initial permitting efforts, our staff has successfully completed:
    • permit modifications and:
    • necessary renewals in order to ensure uninterrupted production of associated wells
    • Collected samples at over 250 permitted discharge locations
    • filed results via the WDEQ Discharge Monitoring Reporting (DMR) system on behalf of the operator, and:
    • develop mitigation protocol to address constituent exceedances.
